Guide for Schools Exemption from the Study of Irish

Irish is a compulsory subject in all recognised primary and post-primary schools. However, exemptions may be granted in exceptional circumstances under Department of Education Circulars 0054/2022 (Primary) and 0055/2022 (Post-Primary).

Step 1 Understand the Criteria

Exemptions can only be granted if the student meets one of these conditions:

  1. Education Abroad
    • Completed full primary education outside Ireland and did not study Irish.
    • OR aged 12+ and educated outside Ireland for at least 3 consecutive years.
  2. Children of Foreign Diplomatic/Consular Representatives
    • Applies to primary schools only.
  3. Significant Learning Difficulties
    • Persistent literacy difficulties despite targeted support.
    • Documented evidence of a Student Support Plan implemented for at least 2 years.
    • Standardised test scores at or below the 10th percentile in word reading, comprehension, or spelling.
  4. Multiple and Persistent Needs
    • Severe, enduring needs that significantly affect daily functioning and participation in school life, despite an individualised support programme.
  5. Special Schools or Special Classes
    • Students in these settings are automatically exempt.

Step 2 Application Process

  • Parent/Guardian (or student aged 18+) applies in writing to the school principal.
  • Use the official Application Form for Exemption from Irish (available from the Department of Education website).
  • Include supporting documentation:
    • Educational history (if educated abroad).
    • Psychological or educational assessments (for learning difficulties).
    • Evidence of support plans and interventions.

Step 3 Principal’s Role

  • Review the application against the criteria.
  • Make a decision and record it in the school’s official register.
  • Inform parents in writing of the decision.
  • If approved, update the student’s record on the Primary Online Database (POD) or Post-Primary Online Database (PPOD).

Step 4 Appeal Process

If the application is refused:

  • Parents can appeal to the Irish Exemptions Appeal Committee (IEAC) within 30 days.
  • The appeal must include:
    • Original application.
    • Principal’s decision letter.
    • Any additional supporting documentation.
  • The IEAC reviews and issues a final decision.

Important Notes for Schools

  • Exemption does not prevent a student from engaging with Irish culture or choosing Irish later.
  • Schools should continue to promote Irish heritage and cultural activities.
  • Keep clear records of all applications and decisions for compliance
