Statement from Senator John Dolan, CEO Disability Federation of Ireland

Senator Dolan says failure of government to ratify UN CRPD a disgrace

At the Oireachtas Committee on Justice and Equality this morning, Senator John Dolan raised the failure of the Government to ratify the Convention on the Rights of Persons with Disabilities with Minister of State Finian McGrath with special responsibility for Disability Issues.  The committee was conducting pre-legislative scrutiny of the Equality/Disability Miscellaneous Provisions Bill.
Speaking at the committee, Dolan said, “As you are aware Minister this convention was adopted by the UN in 2006, yes, ten years ago -  and was signed by the then Government in 2007.

This delay in ratification is simply not justifiable any longer – this ongoing dragging of feet is a disgrace”.

“You participate in Cabinet; you were in the programme for government negotiations, you engage with the Taoiseach and cabinet colleagues.   The 600,000 people with disabilities and their families deserve, if nothing else, some straight talking at this stage, just tell us why this convention has not been ratified?”

Dolan said, “Is it that there are not enough votes in it?   Is disability too much of a drag on our scarce resources?  Are there powerful and influential competing interests or more important and urgent issues? Surely there is some reason?”

“The hallmarks of life with a disability are, poverty, exclusion and loss of hope for a real life of ones own. Austerity still stalks the lives of people with disabilities, with no reasonable hope that it is likely to change, so please level with us this morning and give us some reasonable explanation as to why this convention has not been ratified by Government ten years after it was adopted by the UN and nine years after it was signed by the then Government?”
